Detecting internet connection

As mentioned previously, i'm working on an IE toolbar that contacts a website to get some news headlines.

This means i have to support being offline. Does anyone know of an API call i can make to find out if the net is up? Also, anyone know how i can initiate a dialup?

Feel free to send me lots of code that i can copy :)

InternetGetConnectedState for a start. NotifyAddrChange tells you when it changes.
